  • NY lawmaker proposes three strikes rule: A New York lawmaker is proposing a “three strikes and you’re out” rule for those who fail to file campaign finance reports. Three failures to file the reports would result in prison time. (Lobby Comply Blog)

  • Maryland governor’s aide joins lobbying firm: Maryland Gov. Martin O’Malley’s top legislative aide, Joseph Bryce, is leaving office to join the lobbying firm Manis Canning & Associates. (Washington Post)

Technology

  • Friend’s recommendations take center stage online: Recommendations from friends are more powerful than campaign spending when it comes to viewing videos online, according to recent Pew research. Voters are more likely to receive a video recommendation from a friend or watch a video with election news than to come across a political video ad online, the survey found. (TechPresident)
  • Check in to your polling place: A new Foursquare app will allow people to check in to their polling place for an “I voted” badge on the platform. The app is one of several that have been released this year with the goal of bringing attention to voter turnout. (The Hill)
  • Zambia uses app to help draft constitution: People in Zambia are using a smartphone app to contribute ideas to their next constitution. The app lets users read the draft and share and comment on pages. (TechPresident)
